The Delphi technique is a systematic and interactive forecasting method that was originally conceived as a way to obtain the opinion of a panel of experts without necessarily bringing them together face to face. The experts answer a questionnaire in two or more rounds. The Delphi Technique started out as a technique to predict the future. It was developed by the RAND Corporation in 1950, as for the US air force. The RAND Corporation is an American think-tank that was founded in 1946 by the US air force. A few years later, it became an independent non-profit. The Delphi approach can be used to predict when a project will reach conclusion, as well as evaluate the confidence level of that prediction.
